On Monday, Prime Minister Narendra Modi will conduct a virtual summit with Nguyen Xuan Phuc, his Vietnamese counterpart. Although this year’s scheduled meeting will cap a series of high-level interactions between the two parties, it is being conducted at a time when China’s aggressive acts in the region are being grappled with by both countries.
