Unlock 4 India: New limits on Covid-19 placed in certain cities.

In view of the growing number of Covid-19 cases, many state and local administrations have reimposed restrictions, even though the country is over the last step on Unlock 4, which started from September 1.

Here is a full list of cities/districts that in September are under restrictions. Some limits were introduced freshly whilst some were only extended.

Raipur: 

On Saturday, the local administration declared a new lockdown in Raipur as Chhatisgarh is witnessing an increase in the number of new cases from September 21, 9 pm to September 28 midnight.

“The district of Raipur has reported more than 26,000 cases of COVID-19 so far, and 900-1000 cases are registered daily. To split the transmission chain, it became necessary to declare a containment zone for the entire district. During this time, inter-district borders in Raipur will remain sealed, “the order said.

Lockdown was also put on seven urban bodies in Bilaspur from September 22 morning till September 28 midnight, while it will be in six regions, including Durg and Bhilai, between September 20-30.

The COVID-19 count for Chhattisgarh stands at 84,234 as of Saturday.

Jaipur: 

Not a lockdown, but the government of Rajasthan has agreed to impose Section 144 of the CrpC on 11 districts of the state, including Jaipur, Jodhpur, Kota, Ajmer, Udaipur, Sikar, Alwar, Bhilwara, Bikaner, Pali, and Nagaur.

Aizawl: 

The government of Mizoram extended the partial lockdown until September 20 in the region of Aizawl Municipal Corporation (AMC) to encourage and speed up the process of touch tracing and collection of samples from people who have come into touch with positive patients.

Chandigarh:

All of Punjab’s municipalities practice lockdowns on Sunday in September. The state experienced weekend lockdowns on both Saturdays and Sundays in August.

Mumbai: 

Section 144 in Mumbai was extended until September 30 although no new restrictions were imposed.

Noida: 

Section 144 is prolonged until September 30. It does not have any limits on new.

Section 144 versus lockdown:

Although lockdowns prohibit some practices, Section 144 prohibits a meeting without the permission of more than four individuals.

Can the local government enforce limits on Unlock 4? 

Without prior consultation with the Centre, the MHA (Ministry of Home Affairs) order relating to Unlock 4 said state / UT governments should not enforce any local lockdown (state/district / sub-division / city level), beyond containment areas.

No lockdown nationwide in India. 

The Center has clarified that no such plan is on the table amid reports of a second nationwide lockdown to be enforced on September 25. No nationwide lockdown will occur.
