After five long years, the state of Gujarat has finally roused to alter its existing safety laws by implementing harsher penalties and ensuring responsibility at higher government levels.

Tougher Penalties and Higher Accountability

After a series of high-profile tragedies over the past five years, the Gujarat government has finally taken steps to revise its safety regulations.

In response to incidents such as the Takshashila fire in Surat, the Morbi bridge collapse, the Harni lake boat capsize, and the Rajkot gaming zone fire, which collectively resulted in numerous fatalities and exposed significant safety lapses, the government is now enforcing tougher penalties and ensuring higher-level accountability.

High-Level Decision to Amend Safety Regulations

In a high-level meeting convened in Gandhinagar, Chief Minister Bhupendra Patel, Chief Secretary Raj Kumar, and other senior officials decided to amend the Gujarat Fire Prevention and Life Safety Measures Regulation Act-2016.

The proposed amendments aim to expand the scope of responsibility, holding top officials accountable for lapses in their duties, and to strengthen the enforcement of safety measures.

The state government is set to introduce stringent new rules for the approval and operation of amusement parks, game zones, boating facilities, and ropeways. These forthcoming regulations will mandate strict compliance, leaving no room for excuses or delays in implementation.

Formation of a Special Committee

To ensure effective enforcement of these new standards, the government has directed the formation of a special committee responsible for drafting the new rules.

This committee will outline the requirements for obtaining two types of certificates for amusement parks and game zones: permanent and primary certificates. These certifications will be essential for the legal operation of such facilities.

Establishment of a Certification Website

A dedicated website will be established to manage the certification process, particularly for fire safety. This platform will integrate with multiple departments, including the Urban Development Department, Home Department, Revenue Department, and Town Planning.

By linking these departments, the website will facilitate seamless online approval processes and site inspections, ensuring all necessary information is readily accessible to officials.

Conclusion

The Gujarat government’s move to revise its safety regulations marks a significant step towards improving safety standards and accountability in the state.

The introduction of tougher penalties, higher-level accountability, and stringent new rules for amusement facilities aims to prevent future tragedies and ensure the safety of all citizens.
