With average temperatures in Gandhinagar striking 40°C, the State Labour Commissioner’s office gave an order forbidding work outdoors for labourers between 1 and 4 pm.
Contractors Ignore Official Directive Amid Soaring Temperatures
Despite an official directive from the Labour Commissioner banning outdoor work during peak heat hours, labourers were seen working under extreme conditions on Monday at the old Secretariat construction site in Gandhinagar.
Violation of Government Circular
Contractors at the site blatantly flouted the government’s circular, which was issued to protect workers from heat-related health risks. The directive, intended to remain in effect until June 2025, prohibits labourers from working under direct sun during high-temperature periods.
However, work continued as usual at the construction site, with no signs of enforcement or accountability measures being taken.
Heatwave Conditions Persist
The violation comes as Gandhinagar recorded a temperature of 41.5°C and Ahmedabad saw a peak of 41.6°C on the same day. The situation raises serious concerns about worker safety and the government’s commitment to enforcing its own regulations.

Lack of Relief Measures for Labourers
The scene also highlighted a lack of provisions to protect workers, such as shaded rest areas, access to drinking water, or adjusted work hours. The absence of such basic amenities during a heatwave borders on negligence, especially given the known health risks of prolonged heat exposure.
Government Accountability Under Scrutiny
The incident has sparked criticism of the government’s lax enforcement and its failure to hold contractors accountable. Labour rights advocates are calling for immediate action, including on-site inspections, penalties, and mandatory heat protection measures for all outdoor construction projects.
