In a bid to eradicate the menace of ragging from higher educational institutions, the Gujarat government has introduced stringent measures, stating that victims or witnesses who fail to report such incidents will also face suitable punishment. 

The government resolution (GR) outlines various penalties ranging from suspension to expulsion, with provisions for collective punishment in cases where perpetrators remain unidentified.

Gujarat Government Sets Long-Term Bans for Ragging Offenders:

The GR specifies that punishment for ragging can lead to suspension from classes, academic privileges, and even expulsion. Additionally, offenders may face dismissal preventing their admission to any educational institution for up to five years. 

The resolution emphasizes collective accountability, holding accountable those who fail to report incidents of ragging, including freshmen.

Legal Framework Based on UGC and AICTE Guidelines:

Citing regulations from the University Grants Commission (UGC) and the All India Council of Technical Education (AICTE), the government formulated the GR to align with existing guidelines on ragging prevention and punishment. 

These regulations serve as the foundation for the comprehensive approach adopted by the state government to tackle the issue effectively.

Comprehensive Anti-Ragging Measures Enforced:

The GR introduces several measures aimed at curbing ragging, including mandatory entries on migration certificates regarding any disciplinary action taken against students for involvement in ragging. 

Furthermore, access to mobile phones is unrestricted in hostels and campuses, while their use is restricted in specific areas such as classrooms, seminar halls, and libraries.

Institutional Accountability and Parental Awareness:

Institutions are mandated to establish anti-ragging committees and squads comprising faculty, parents, and students. 

Additionally, awareness campaigns, counseling sessions, and inclusion of anti-ragging topics in teacher training programs are enforced. 

Privately managed lodges and hostels are required to register with local authorities, and vigilance measures are implemented to ensure compliance.
